Health and Human Services (Department of) National Institutes of Health (NIH) National Institute of General Medical Sciences (NIGMS) Minority Biomedical Research Support (MBRS) Program (R25) MBRS Initiative for Maximizing Student Diversity (IMSD)
http://grants1.nih.gov/grants/guide/pa-files/PAR-05-132.html
The Initiative for Maximizing Student Diversity (IMSD) program seeks to facilitate and promote, at research institutions with significant number of mentors with NIH or other extramural research support, the entry into biomedical or behavioral research fields of undergraduate and graduate students from groups underrepresented in these fields. While nationally, African American, Hispanic American, American Indian, and Pacific Islander groups are regarded as underrepresented in these fields, it is incumbent on the applicant institution to determine whether a group is underrepresented in biomedical and/or behavioral research fields in establishing their institutional objectives. Furthermore, participation in IMSD activities must be open to individuals of all races or ethnicities whose participation will lead to achieving the goals of the program.

Health and Human Services (Department of) National Institutes of Health (NIH) National Institute of General Medical Sciences (NIGMS) Minority Biomedical Research Support (MBRS) Branch MBRS Research Initiative for Scientific Enhancement (RISE)
http://grants1.nih.gov/grants/guide/pa-files/PAR-05-127.html
The Research Initiative for Scientific Enhancement (RISE) program seeks to support institutional grants that provide students from groups underrepresented in biomedical and behavioral research well integrated developmental activities to increase their knowledge, skills, and information as they move to more advanced levels and ultimately attain the Ph.D. degree. Activities that could be proposed include but are not limited to: Development of educational curricula that emphasize, for example, problem solving, introduction of scientific concepts, facts and questions using research-based experimental approaches to teaching, and interdisciplinary/quantitative training of modern biomedical sciences extending through the duration of student training. Collaborative learning workshops to enhance students' deeper learning within a peer group in introductory science classes. Development of reading, writing, quantitative skills and other competencies that will significantly increase the ability of students to acquire knowledge independently. Research careers seminars/new pilot courses/community activities. Participation of students in on-campus or off-campus research internships to increase their interest/knowledge of science. Development or enhancement of an infrastructure at the applicant's institution to implement any of the above activities. Some RISE-eligible institutions may not have enough active researchers with extramural funding to support on-campus research internships to increase student engagement in the sciences. However, such institutions could establish collaborative arrangements with research-intensive institutions to have their students benefit from off-campus research internships.

Health and Human Services (Department of) National Institutes of Health (NIH) National Institute of Mental Health Scientist Development Award for New Minority Faculty (K01)
http://grants.nih.gov/grants/guide/pa-files/PAR-99-169.html
The purpose of this program announcement is to enable new minority faculty members to have the necessary time and assistance early in their academic careers to initiate a program of research and to help them to become outstanding independent investigators in mental health research. As with any new faculty members, it is expected that they will begin a program of research that will lead to refereed publications, promotion, and perhaps tenure. The many demands on the time of a new ethnic/minority faculty member may make the orderly initiation of a research program so difficult that it becomes a casualty of other activities, to the detriment of career development and advancement. It is hoped that this award, geared for a specific time in career development, will assist in enhancing the research capability and progress of its beneficiaries. Deadlines: June 1, October 1

The Directorates for Biological Sciences (BIO) and Social, Behavioral, and Economic Sciences (SBE) of the NSF sponsor programs of Minority Postdoctoral Research Fellowships and related supporting activities. This program is an effort by the NSF to increase the number of research scientists from underrepresented minority groups. The goal of the program is to prepare its Fellows for positions of scientific leadership in academia and industry. The program has other special features to address the needs of these young scientists: (A) Travel awards for graduate students to meet prospective sponsoring scientists prior to submitting a postdoctoral fellowship application. Travel awards are available to graduate students as they begin planning to apply for a postdoctoral fellowship and allow visits to two or three laboratories to meet prospective mentors, present seminars, discuss mutual research interests, and initiate a working relationship. (B) Meeting for Sponsoring Scientists and Fellows--NSF hosts an annual workshop for mentors and Fellows to provide a forum for discussing ways to foster the most productive and supportive training environment during the postdoctoral period. (C) Research Starter Grant--At the end of the postdoctoral period, the Fellow is eligible to apply for a one-year starter grant to initiate an independent research program.
